Attainable Housing Update - 5 properties for consideration

A Special Committee of the Whole meeting is scheduled for 9:00 a.m. Monday, July 29, 2019.

Attainable Housing Update - 5 properties for consideration

THAT Council receive Staff Report PDS.19.94, entitled “Preliminary Property Options for Attainable Housing”;

AND THAT Council endorse Property Option(s) _______ as properties that meet the criteria outlined in Staff Report PDS.19.94;

AND THAT Council considers these Property Options as opportunities that have potential to contribute to the pursuit of attainable housing in the Town of The Blue Mountains could be suitable for attainable housing facilities/buildings or for sale to fund attainable housing investments by BMAHC;

AND THAT Council direct staff to continue with more detailed due diligence on these Property Options to assist in Council’s future consideration of these properties and to provide such information to the Blue Mountain Attainable Housing Corporation for use by respondents of the Request For Information;

AND THAT Council authorizes the Blue Mountains Attainable Housing Corporation to include Property Option(s) ________ in its Request For Interest process to assess the appetite for partnerships in the development of attainable housing or for sale to fund attainable housing investments by BMAHC;

AND THAT Council affirms that said Property Options are not being considered surplus at this time and required development approvals and Council approvals will proceed through the appropriate legislative processes in the future;

AND THAT as part of the Blue Mountain Attainable Housing Corporation’s Request For Information process, the Blue Mountain Attainable Housing Corporation receive feedback from the community regarding the selected Property Options and report back to Council on the comments that have been received by the Blue Mountain Attainable Housing Corporation and the Town.

The Town of The Blue Mountains would like to provide an update regarding the progress that is being made by The Blue Mountains Attainable Housing Corporation to help develop attainable housing stock in the municipality.

Earlier this year, the Attainable Housing Corporation retained StrategyCorp, an Ontario-based strategy firm, to support the corporation in building the in-house capacity to develop more attainable housing and to lead a procurement process for housing developments. Through working with StrategyCorp, Town staff and members of the Attainable Housing Corporation reviewed opportunities and assets that could be utilized towards the development of attainable housing in the Town. Within the process, numerous parcels of property were identified as potential sites for attainable housing. The list of potential properties was paired down after considering criteria to ensure that the shortlisted property options meet the needs of future attainable housing residents.

Staff Report PDS.19.94 Overview

On Monday, July 29th, 2019 staff report PDS.19.94, titled “Preliminary Property Options for Attainable Housing” will be presented by staff to Committee of the Whole for consideration. The following information has been included to provide a brief overview of the report.

  • The report provides a detailed overview of five property options that will be considered by the Committee.
  • Upon decision by the Committee, the selected property options will be included within the Request-for-Information document issued by The Blue Mountains Attainable Housing Corporation.
  • The Request-for-Information document will assess the appetite for partnerships in the development of attainable housing. It is anticipated that the Request-for-Information process will result in interest from external stakeholders.
  • Upon decision by the Committee, Town Staff will conduct more detailed due diligence on the selected properties to further analyze the precise opportunities and constraints associated with each site if it were selected for development.
  • The Town would like to emphasize that the selection of these five properties was made through significant review and consultation between Council members and The Blue Mountains Attainable Housing Corporation.
  • In addition, the Town would also like to emphasize that further Council approvals and public consultation will be required prior to the final approval of a property for the development of attainable housing.

If staff report PDS.19.94, titled “Preliminary Property Options for Attainable Housing” is approved by the Committee of the Whole on Monday, July 29th, 2019 it will be presented to Council for approval on Thursday, August 1, 2019.

There will be an opportunity for input and feedback from residents during the public comment period at both the Committee of the Whole meeting, and at the Council meeting.
