Southbridge Long Term Care Home - new build in Thornbury

Southbridge received support from Council at the TBM Committee of the Whole Meeting on Tuesday of the Minister’s Zoning Order which will bring a new long-term care home to the Thornbury community.

Errinrung Long Term Care is comprised of 18 new beds and 42 ‘C’ beds that need to be redeveloped. The current application with the Ministry of Long-Term Care for 128 LTC beds is being updated to 160 beds. The completion of this redevelopment project is planned for December 2023.

Southbridge currently has four new long term care (LTC) homes under construction in Owen Sound, London, Kemptville, and Cornwall, each with 160 beds and built to the new standards.

Under the Planning Act, the Minister of Municipal Affairs and Housing has the authority to issue a minister’s zoning order (MZO) over any property in the province, determining the development plan for that property even if it overrules a municipal zoning bylaw. There is no process for appealing an MZO. The use of MZOs has traditionally been reserved mostly for emergency situations.

The Ministry of Long-Term Care is looking to have as many projects started in 2021 as possible. With the Minister’s Zoning Order support being requested Southbridge could possibly start construction as early as December 2021. The Ministry’s next steps will be to accept their application, approve the site and issue a Development Agreement (DA). The DA allows us to proceed with the construction drawings.

The subject site is designated Commercial Corridor and zoned ‘D’ Development. Establishing the proposed uses requires both Official Plan Amendment and Zoning Bylaw Amendment.  A Minister’s Zoning Order will allow Southbridge to expedite the development process.

 

The 16-acre property in the west end of Thornbury between Arthur Street West and Alice Street West is zoned for development.

 

The site will include a 6 storey commerical/seniors residence; 6 storey care /multi residential facility and seniors bungalows. Accommodation is planned for the staffing that is required.

 

The company is proposing a six-story continuum of care facility that would offer assisted and independent living suites, retirement bungalows, as well as a multi-residential and commercial component.
